Gov. Walz to undergo knee surgery, hand off powers to Flanagan

The transfer of power will start at 12:30 p.m. Thursday when the Governor goes into surgery, and will last until he informs lawmakers he can carry out his duties.

ST PAUL, Minn. — Gov. Tim Walz says he will transfer power to Lt. Governor Peggy Flanagan for a short period of time Thursday while he has surgery on his balky left knee. 

“After years of running, this minor surgery will help ensure I can hit the pavement again soon,” Walz said in a released statement. “I expect a smooth surgery and I have full confidence in Lieutenant Governor Flanagan to temporarily hold the power of the office while I am under anesthesia.”

Walz made the announcement in a letter sent Monday to House Speaker Melissa Hortman and President of the Senate Jeremy Miller, as required by state statute. The transfer of power will start at 12:30 p.m. Thursday, when the Governor goes into surgery, and will be in effect until he sends legislative leaders a written declaration that he is again able to carry out his duties.  

The governor expects to be back in the office Monday, and should return to full physical capacity in less than six weeks. Walz expects to have the same procedure done on his right knee in the near future.

Walz's letter is included below in its entirety.

Dear President Miller and Speaker Hortman:

On Thursday, June 20, 2019, I will undergo surgery under a general anesthetic. Under Minnesota Statutes 2018, section 4.06, the powers of the Office of Governor may be transferred to the Lieutenant Governor on a temporary basis. Although I am confident in my full and speedy recovery, I believe it is appropriate to exercise diligence and follow the appropriate processes prescribed in law.

Accordingly, as provided in Minnesota Statutes 2018, section 4.06(c), I declare that on Thursday, June 20, 2019, beginning at 12:30 p.m., while I am under general anesthetic, I will temporarily be unable to discharge the powers and duties of the Office of Governor.  

Beginning at 12:30 p.m. on Thursday, June 20, 2019, the powers and duties of the Office of Governor will be discharged by Lieutenant Governor Flanagan, until I transmit to you a written declaration that I am again able to discharge my powers and duties.
