One in custody after deadly shooting at Minneapolis encampment

Minneapolis Police say a 45-year-old man was shot in a tent at Camp Nenookaasi, an Indigenous-run encampment at 13th Avenue South and East 23rd Street.

MINNEAPOLIS — One person is in custody after a deadly shooting Tuesday evening at a Minneapolis encampment.

Minneapolis Police say a 45-year-old man was shot multiple times at around 5:15 p.m. at Camp Nenookaasi, an Indigenous-run encampment at 13th Avenue South and East 23rd Street. Officials say the man was transported to Hennepin County Medical Center where he was declared dead. The man was later identified by the Hennepin County Medical Examiner as Tyrone Joseph Mohr.

The encampment is scheduled to be cleared on Dec. 19 after city officials delayed the closure by five days. The city said the decision to close the encampment was driven by "ongoing public safety and public health issues." 

Camp Nenookaasi was previously scheduled to be cleared on Thursday, Dec. 14, but the city delayed the closure earlier Tuesday, saying it will spend the five extra days "working closely with partners to get dozens more community members into housing."

The Metropolitan Urban Indian Directors (MUID) and the Indian Health Board of Minneapolis, Inc. both wrote letters asking that the city close the Nenookaasi encampment. In a letter dated Oct. 16, 2023, the Indian Health Board of Minneapolis was "adamant" that the encampment be moved and police maintain a presence in the area until it's cleared. 

The MUID demanded that the encampment be "closed immediately" in a letter written on Nov. 1, 2023.

Last week, Minneapolis declared unsheltered homelessness a public health emergency. Several council members wrote a letter to Mayor Jacob Frey urging him to push back the eviction, which was eventually delayed five days.
