5 officers placed on administrative leave after fatal shooting

A police pursuit and shooting appeared to be captured in a Facebook Live stream.

RICHFIELD, Minn. — A police pursuit in Edina ended with a man killed an officer-involved shooting in Richfield late Saturday night.

Five officers involved were placed on administrative leave Monday.

In a joint statement, the Edina and Richfield police departments said officers from both departments were involved in the incident. No officers were injured.

Officials say both agencies say their squad car dash-cams were rolling during the shooting so there's a chance one of them may have caught it on camera. 

Hennepin County Attorney Mike Freeman will take over the case once the sheriff's office wraps up its investigation.

Freeman says video not only helps investigators and prosecutors but also provides transparency to the public.

The Hennepin County Medical Examiner identified the man killed as Brian Quiñones, 30. The cause of death was multiple gunshot wounds, according to the examiner.

A video posted to Facebook Live appeared to show the pursuit from inside Quiñones' vehicle, including audio of an apparent shooting. Authorities have not confirmed the authenticity of the video.

The city of Edina said in a press release that the man confronted officers with a knife.

According to a press release, the pursuit began in Edina, and ended with the shooting near the intersection of 77th Street East and Chicago Avenue in Richfield.

Quiñones' brother Josh told reporters at a candlelight vigil that Brian suffered from mental illness.

"He was just suffering from so much depression and anxiety. Schizophrenic. He was having so much problems," Josh Quiñones said. "Only thing, he had suicidal thoughts. That was it. He had it all planned out. That was his plan."

Even if his brother intended this incident to be a so-called "suicide by cop," Josh Quiñones says police could have handled it differently.

"I just think that they could have done better. Tase him. But shoot him between four officers? That’s just too much," he said. 

The city of Edina said in a press release that the man confronted officers with a knife.

A witness at the scene told KARE 11 the man was shot in the median after exiting his vehicle.

A General Mills spokesperson confirmed Quiñones worked for the company in an email message to KARE 11.

The Hennepin County Sheriff's Office is leading the investigation.

The City of Edina issued the following statement:

While the Hennepin County Sheriff's Office continues to investigate a Sept. 7 officer-involved shooting, the City of Edina grieves alongside the family of the deceased, the officers involved and their families, and the Richfield and Edina communities.

On Saturday, Sept. 7 at 10:22 p.m., a police pursuit that began in Edina ended in an officer-involved shooting near the intersection of 77th Street East and Chicago Avenue in Richfield after a man confronted officers with a knife. The incident involved officers from the Edina and Richfield police departments. No officers were injured during the incident. 

The Hennepin County Sheriff's Office is leading the investigation and will release more information after concluding interviews with witnesses. The Hennepin County Medical Examiner's Office is expected to release more information about the deceased, including his name, in the coming days.

The City of Edina is fully cooperating with the Sheriff's Office and requests the public's patience as the investigaion continues.

The Edina Police Department's chaplains are working with those involved during this difficult time.

On behalf of the City Council and staff, our thoughts are with the family of the deceased, the officers involved and their families, and our community. 

The loss of life in any shooting is a tragedy. We are cooperating with the Hennepin County Sheriff’s Office investigation and are committed to a transparent process. 

We request your patience as the investigation continues.

 We are working with our community partners to ensure that those impacted receive the support they need during this difficult time, including our schools, Hennepin County, and mental health professionals.
