ST PAUL, Minn — A St. Paul man is facing manslaughter charges after he allegedly delivered a fatal punch to another man.

Charging documents filed in Ramsey County on Friday say St. Paul police officers found an unresponsive 30-year-old man on the ground outside the Far East Bar in St. Paul on March 23.

According to the criminal complaint, the man was transported to a hospital where he died.

A witness allegedly told officers they saw the man get assaulted by another person wearing all-black clothing.

Prosecutors said the man who was knocked to the ground had been squaring up to fight another man when the accused person wearing black clothes came up on their side and punched the victim, causing him to fall to the ground.

Investigators talked to other witnesses and used CCTV footage to identify the man as 38-year-old Pheng Vang.

Vang told investigators he was helping his family member when he struck the other man.

This is a developing story and will be updated as more information becomes available.
