Charges: Man ran red light in Plymouth, killed woman while high

The complaint against David Boll says he was driving nearly 80 miles per hour when he hit a vehicle at the intersection of Highway 55 and Industrial Park Blvd.

MINNEAPOLIS — Prosecutors say a driver was high when he sped through a red light in Plymouth last September, striking an SUV and killing the woman who was driving it

A criminal complaint filed Tuesday charges 49-year-old David Andrew Boll with criminal vehicular homicide and details the fatal incident, which took place on Sept. 12, 2023. 

Around 2:30 that afternoon squads were dispatched to the intersection of Highway 55 and Industrial Park Boulevard on reports of a three-vehicle crash that left at least one car on fire. Witnesses on the scene told officers that two of the vehicles, a Ram Pickup and a Toyota Camry, ran a red light at the intersection, hitting a Honda Pilot driven by 68-year-old Catherine Regina Caron of Plymouth. 

Caron was pronounced dead on the scene. 

The criminal complaint says Boll, the driver of the Camry, was sitting on the scene sweating profusely and gave varied accounts of the crash. Officers say he was clammy, spoke with a thick tongue and his pupils were constricted.

During a roadside test, Boll reportedly could not follow instructions and then told officers he uses marijuana and has a prescription for it. He then failed an impairment test and was arrested. 

The complaint says a search of Boll and his backpack yielded marijuana and paraphernalia. Officers say when informed the woman he hit had died, Boll said the crash was her fault. He later passed out and was rushed to HCMC for a medical evaluation. 

Prosecutors say a blood draw showed the presence of THC. 

Reconstruction specialists with the Minnesota State Patrol used traffic cam video and measurements on the crash scene to determine Boll was driving at 71 miles per hour in a right turn lane when he struck the victim and was doing nearly 80 moments earlier. 

The speed limit on Highway 55 at that location is 55 mph. 

David Boll is not currently in custody. At the time of the fatal crash, he was on probation after being convicted of first-degree assault. Prosecutors say the defendant poses a safety risk to the community and requested a warrant issued for his arrest.
