MINNEAPOLIS — FBI Minneapolis agents said an armed man was shot and killed following a standoff with federal law enforcement in Minneapolis on Thursday.
According to an FBI Minneapolis spokesperson, SWAT Operators were serving an arrest warrant on the 3700 block of Dupont Avenue N. which led to the suspect, identified in subsequent search warrants as Chue Feng Yang, barricading himself in the home.
Neighbors saw agents in the neighborhood around 5 a.m. and the FBI said the suspect was shot and killed around noon. It is unclear how many federal agents fired their weapons.
In a statement, FBI Minneapolis said, "After barricading himself for several hours, the subject was armed as he emerged from the home. The subject was fatally wounded and another individual required medical assistance, both were transported to the hospital."
Ben Bump witnessed the shooting and was live streaming it on Facebook when it happened.
"They were in a huddle and then they emerged with her [the woman] and she was yelling, "They killed him. They killed him"... I didn't think it was lethal rounds at first because they were soft. They weren't real loud and it was about three shots," Bump said.
A search warrant for the home filed after Yang was shot was obtained by KARE 11 on Thursday night identifying him as the suspect law enforcement was seeking. Authorities say Yang was involved in an incident back in January in which he was spotted fleeing from a stolen truck with a handgun before carjacking a man and speeding off.
Police say they were able to identify Yang by gaining access to his cell phone, which they say was left behind in the stolen truck. Police say the phone contained a photo of Yang's driver's license.
Yang, a convicted felon, also had unrelated warrants for his arrest issued in both Hennepin and Ramsey Counties at the time of Thursday's fatal shooting. The search warrant says inside the home with him during the standoff was Raylean Chastity Gurneau, also charged in the January pursuit in Ramsey County. Authorities say Gurneau threw a puppy out of the stolen Ford truck in that incident, badly injuring the animal. Police found the pup and took it to a local rescue, but a decision was made to put the dog down due to the level of abuse it had allegedly been exposed to at the hands of Gurneau.
The federal search warrant says after six hours of trying to get him to surrender, Yang emerged from the home tied together with Gurneau at the waist, with a sawed-off shotgun pointed at her head. Agents on the scene reportedly felt like her life was in danger, and the decision was made to use lethal force on Yang. He was pronounced dead at North Memorial Hospital while Gurneau was treated for an apparent fentanyl overdose.
Hennepin County Sheriff Dawanna Witt and Minneapolis Police Chief Brian O'Hara spoke at a press conference at the scene Thursday afternoon, saying no MPD officers were involved in any use of force.
Hours later, Sheriff Witt released a statement saying, "Upon initial review, it was learned a Hennepin County Sheriff's deputy discharged a less lethal launcher during the incident."
Police confirmed Yang was live-streaming video from inside the home during the standoff. KARE11 has viewed a video that appears to match accounts from police and witnesses but have not independently verified the video.
In that video you can hear what sounds like a police negotiator speaking with a man who is holding a gun. After several minutes, the man can be heard off-camera discussing a plan to kill the woman in the house with him, and then take his own life.
Eventually, the people thought to be Yang and the woman are captured on tape moving toward the front door. They appear to be tied together around the waist. You can see at least one of the people holding what appears to be a gun. The front door opens, police are heard yelling "hands up," and after about five seconds three apparent gunshots are heard.
The FBI said the investigation is being led by its inspection division, which is expected to release more about the case in the coming days.
