Police officer injured in brawl outside Blaine's Northtown Mall carnival

Officers working security at the carnival reported 200 kids, ages 14-17, had gathered and were "being rowdy" before Saturday night's melee broke out.

BLAINE, Minn. — For the second straight year, the carnival at Blaine's Northtown Mall had to be shut down early because of fights breaking out.

According to Blaine police, around 7:00 p.m. on Saturday, officers working security at the carnival reported around 200 kids, ages 14-17, had gathered and were  "being rowdy."

Around 7:30 p.m., several teens started fighting and officers attempted to break it up.

"As officers were restraining the active participants, other juveniles from the crowd continued to kick and punch others who were on the ground. One juvenile jumped on the back of an officer while another struck the officer in the head with her elbow. That officer was later diagnosed with a concussion," according to a Blaine Police Department news release.

Video from an overhead police drone shows a few teens stepping around the officers to kick others on the ground. The video shows some of the teens and officers pushing each other while others in the crowd were recording it all on their phones.

More officers arrived to help from the Blaine Police Department, as well as law enforcement officers from other agencies throughout Anoka County.

Officials said the melee continued for three minutes until an officer threatened the use of a chemical spray. The large group of teens ran into the mall -- forcing the officers to close the mall out of precaution.

Two teens were arrested and have been charged with assault. Authorities said additional charges are possible.

Last year, the carnival was also forced to shut down due to a fight near the Ferris wheel.

"The carnival management has been working with the City and Police Department to tighten security around the event and create a more family-friendly environment," the release stated.

Officials said the carnival will reopen on Wednesday and run through Sunday. Fencing will be set up around the carnival grounds, forcing visitors to one entry point. Authorities said no one under 18 will be allowed inside without a parent or guardian.
