Police surround apartment building following shooting in St. Paul's Payne-Phalen neighborhood

The person behind the incident may be on the third floor of an apartment building at Westminster and Geranium Ave.

ST PAUL, Minn — St. Paul police responded to a shooting inside an apartment building which morphed into a standoff early Monday in the Payne-Phalen neighborhood. 

Police said officers responded to a shooting on the 1100 block of Westminster St. at around 3 a.m. They arrived to find a man with a gunshot wound in his back. 

KARE 11's Michelle Baik arrived at the scene around 4 a.m to find officers attempting to get someone in the building to surrender. She said police told her to stand behind a squad car in case "something" happens. 

Officers on the scene were heard using a bullhorn, calling "I need you to step out, do it now," to a person inside the apartment building, possibly on the third floor. There was a SWAT team and bomb squad on site alongside a number of St. Paul police squad cars and ambulances. 

The St. Paul police statement says the scene was ultimately searched but no suspect was located. 

The injured man was transported to Regions Hospital. Officials said his injuries were potentially life-threatening.
