Man fatally struck by squad car in Mounds View, Ramsey Co. deputy identified

The BCA says an investigation into the use-of-force tactic is ongoing.

The Minnesota Bureau of Criminal Apprehension has identified the Ramsey County Sheriff's deputy and the man who was fatally struck by his squad car in a use-of-force incident on Sept. 22.

Sergeant Donald Rindal, a 22-year law enforcement veteran, has been placed on standard administrative leave after he used his vehicle to "stop the threat" by striking a man, who they say fired a gun at approaching officers.

Troy Allen Engstrom, 48, was identified by the Hennepin County Medical Examiner as the man who died. An autopsy concluded Engstrom died from multiple blunt force injuries from being struck by the vehicle.

The BCA says an investigation into the use-of-force tactic used by Rindal is ongoing.

According to a press release from the Ramsey County Sheriff's Office, at around 10:40 a.m., deputies assisted the Mounds View Police Department on a report of a felony domestic assault involving a gun at the AmericInn by Wyndham on the 2200 block of Mounds View Boulevard.

The man, now identified as Engstrom, allegedly fled the area before officials arrived at the scene, but officials say witnesses and the victim of the domestic assault were able to provide information to deputies and police to help them locate Engstrom.

Authorities say they spotted Engstrom walking in the area of the 5200 block of Pinewood Court in Mounds View. It was then they say Engstrom raised his gun and fired at approaching squads. It's unclear how many shots were fired, but officials say the Mounds View officer's squad was hit just above the driver's side windshield and just below the windshield of a deputy's vehicle.

Police say they recovered a gun and Engstrom was transported to HCMC, where he later died.

The BCA says the Mounds View Police Department, in partnership with the Ramsey County Sheriff's Office, are investigating the domestic assault that led to the incident between Engstrom and police.
