ST PAUL, Minn. — St. Paul's Grand Avenue has been awash in change, with mainstays like Tavern on Grand leaving and new restaurants elbowing their way in.
But some restaurants have remained reliably delicious. Take Billy's on Grand — from brisket mac and cheese to a BBQ bacon cheeseburger — the menu is loaded with drool-worthy delights.
