FRIDLEY, Minn. - A man suspected of discharging a handgun inside a Fridley target store Dec. 13 has been arrested and charged.

Seth Allan Millner, 28, was identified as the suspect in the incident after police released surveillance video.

After interviewing witnesses, police say a man and woman were at a Target register Dec. 13 paying for snacks and soda when the man began to make an adjustment in the area of his left ankle. That's when, police say, a gun discharged. The bullet bounced off the ground and hit the ceiling, dislodging a panel above the register. Police say the two then ran out of the store and left in a red or maroon two-door car. No one was injured.

Police officers in Inver Grove Heights "recovered the get-away vehicle" severely damaged and abandoned in a wooded area the day after the Target incident, according to a news release from the Fridley Police Department.

Three days later, St. Paul Police officers arrested Millner on suspicion of driving a stolen vehicle, possession of narcotics, possession of a firearm by an ineligible person and possession of a stolen handgun, according to the news release.

He was charged in Anoka County District Court with felony unlawful possession of a firearm by an ineligible person.

Police say Millner admitted to the gun discharge and will be transferred from Ramsey to the Anoka County jail to face charges for that incident.
