Shakopee officer won't be charged in death of James Hanchett

The officers attempted life-saving measures on Hanchett but he later died in the hospital.

SHAKOPEE, Minn. — Officer Thor Carlson will not face charges for the fatal shooting of James Hanchett in November, according to the Scott County Attorney's Office.

The case report from the county attorney's office says officers Thor Carlson and McKenzie Lampman were responding to a fire alarm call on the 800 block of Apgar Street on Nov. 9 at around 11 p.m.

Officer Lampman was in training with Officer Carlson, according to the report. The officers said they saw lights on and heard loud music. They knocked on the door and initially received no response. Moments later, Hanchett opened the door holding a handgun, according to an interview the officers had with the Bureau of Criminal Apprehension.

The report says the officers initially had their body cameras turned off because of the nature of the call, but turned them on as soon as Carlson fired his gun. The cameras captured 30 seconds prior to their activation, which shows the moment Hanchett opened the door holding a gun. 

The officers attempted life-saving measures on Hanchett but he later died in the hospital.

The report says the officers "appropriately exercised the use of deadly force pursuant to Minnesota Statute Section 609.066, subd. 2."
