BCA: Officer who shot man in Brooklyn Park had been with department for just 3 months

The BCA said Brooklyn Park police officer Momodou Dibba fired his department handgun during the June 23 incident and has since been placed on leave.

BROOKLYN PARK, Minn. — Editor's note: The video above first aired on KARE 11 on June 23, 2024.

The officer who shot an allegedly armed man in Brooklyn Park last weekend was identified by the Minnesota Criminal Bureau of Apprehension Wednesday as having been employed by the city's police department for just three months.

The BCA said Brooklyn Park police officer Momodou Dibba fired his department handgun during the June 23 incident and has since been placed on critical incident leave. 

According to the BCA, the 24-year-old man who was shot remains in stable condition at North Memorial Medical Center, where he was transported after the shooting occurred.

In the original statement from the Brooklyn Park Police Department, officials said officers were called to a residence on the 8700 block of Queens Garden North just before 4 a.m. after it was reported a baby was not breathing. When they arrived, BPPD said officers located a 7-month-old child in critical condition.

The baby was rushed to a nearby hospital but did not survive. As of Wednesday, law enforcement had not yet announced the cause of the baby's death.

BPPD officials reported that officers made contact with the child's father outside the home during their investigation, who they said "appeared distraught" after learning his baby had died. Police said the man eventually reentered the home and locked himself in his bedroom.

According to the BCA, another resident broke into the room and entered it with BPPD officers. The resident then allegedly learned the man had a gun inside the closet and notified responding officers. 

It was after an ensuing physical altercation between Dibba and the man that Dibba would fire his weapon, according to the BCA.

A handgun and cartridge casings were reportedly found at the scene by law enforcement following the incident.

BCA officials said officers were wearing body cameras at the time of the shooting and investigators are now in the process of reviewing footage.

The results of the BCA's use-of-force investigation will be presented to the Hennepin County Attorney's Office without charging recommendations when it's complete.

The BCA said the Hennepin County Sheriff's Office is actively investigating the cause and manner of the baby's death.
