ST PAUL, Minn. — Heavy rains have caused flooding across the state and Minnesota's capitol city is closing several roads along the Mississippi River.
A 3.2-mile stretch of Shepard Road/ Warner Road running along the north side of the river in downtown St. Paul between Eagle Parkway and Highway 61 closed to vehicle, bicycle and foot traffic at 6 p.m. Sunday, officials said.
This closure also includes 2nd Street from Kellogg Boulevard to Sibley Street and Sibley Street to Jackson Street between Kellogg Boulevard and 2nd Street. Normally these are one-way streets that connect to Shepard Road, but they will temporarily function as two-way streets for traffic to access nearby buildings.

On Sunday, the Director of St. Paul Parks and Rec posted that the river reached just under 14 feet and had a chance to hit 20 feet by Friday.
St. Paul plans to keep the road closures, as well as closures for several park areas and facilities near the river, effective until river water levels have receded.
According to the National Weather Service, 14 feet of water from the Mississippi is considered a "Minor Flood Stage." At 15 feet the river is in a "Moderate Flood Stage" and enters a "Major Flood Stage" at 17 feet.
The highest the river crested in St. Paul was 26.01 feet on April 16, 1965.
